Restores Clean Energy Tax Credits
HR5862-119 · Introduced Oct 28, 2025
Why it matters
Homeowners and businesses could keep getting energy credits longer, and fuel producers and manufacturers could see larger credits. Some credits would shrink in later years.
What it does
- Restores tax credits for wind and solar power projects, including leasing arrangements
- Pushes back the end date for the clean hydrogen production credit to January 1, 2033
- Extends the home clean energy credit to property placed in service before January 1, 2035
- Raises the sustainable aviation fuel tax rate to 35 cents, or $1.75 at certain facilities

About this bill
Would restore clean energy tax credits for wind, solar, hydrogen, homes, and vehicles, as they stood before the 2025 tax law. The changes would take effect as if they had been in place since then.
American Energy Independence and Affordability Act
Perspectives
💬 The case for
Clean energy groups would likely say the credits lower energy costs and keep investment in wind, solar, and hydrogen going. Energy efficiency groups may argue homeowners need the credits to afford upgrades.
💬 The case against
Some fiscal conservatives would likely say the credits cost taxpayers too much and favor certain industries. Oil and gas groups may argue the credits pick winners in energy markets.
