Requires Labor Agreements on Large State Projects
Oregon executive order · EO 2024-31
Why it matters
Construction workers on covered state projects would be hired under union-negotiated labor agreements. Non-union contractors can still bid and may enter these agreements too.
What it does
- Applies to state-owned public projects where the state is the contracting authority
- Covers projects where onsite labor makes up 15% or more of total construction cost
- Excludes local projects, even when they use state funding
- Excludes higher education institutions and state broadband projects the state will not own
- Lets agency directors ask the Governor for exemptions for short or complex projects

About this order
Requires state agencies to use project labor agreements on covered state-owned construction projects. Projects where onsite labor is under 15% of cost are not covered, and agency directors may seek exemptions from the Governor.
