Expands Remote Participation in Public Meetings
Virginia · HB463 · Introduced Jan 12, 2026
Why it matters
Board members who cannot travel could take part in meetings from home. Members of the public would still be able to watch or join meetings online.
What it does
- Lets members with disabilities or caregiving duties join meetings remotely and count toward a quorum
- Lets members join remotely if their home is more than 60 miles from the meeting site
- Limits remote participation for personal matters to two meetings a year or 25 percent of meetings, whichever is greater
- Lets public bodies hold all-virtual meetings, except local governing bodies, school boards, and some review and licensing boards

About this bill
Would let Virginia public bodies hold all-virtual meetings and let members join remotely for disability, caregiving, or distance reasons. Local governing bodies and school boards are excluded from all-virtual meetings.
Virginia Freedom of Information Act; definitions, meetings, quorum and electronic communication.
Perspectives
💬 The case for
Disability and caregiver groups would likely say remote participation helps members who cannot attend in person. Rural officials may say distance makes travel hard.
💬 The case against
Open government groups would likely say remote meetings make it harder for the public to see decisions. They may also worry about members joining from unknown locations.
