Lets Cyclists Yield at Stop Signs
Virginia · HB661 · Introduced Jan 13, 2026
Why it matters
Riders could legally go through some stop signs and red llights without stopping fully. Drivers and walkers would need to watch for these riders at intersections.
What it does
- Lets riders yield instead of stopping at stop signs where each crossing road has no more than two car lanes
- Requires riders under 15 to be accompanied by an adult to use this exception
- Requires riders to stop for pedestrians in the crosswalk and slow to a reasonable speed
- Lets riders on a steady red light proceed after stopping twice, or after two minutes if shorter

About this bill
Would let bicycle and scooter riders yield instead of stopping at some stop signs, if set conditions are met. Riders could also go on a steady red light when the walk signal allows it.
Perspectives
💬 The case for
Cycling groups would likely say this matches how bikes already move safely through slow intersections. It may reduce stop-and-start riding.
💬 The case against
Some pedestrian and safety groups would likely say riders could fail to see cars or people. They may argue the rules are hard to follow.
