What it does
- Lets cyclists facing a noncriminal traffic ticket watch a safety video instead of paying the fine
- Covers bicycles and bicycles with electric assist
- Ticket is dismissed once the video is verified as completed
- Does not apply to tickets involving injury to another person or reckless conduct
- Not available if a ticket was dismissed this way in the past 12 months

About this bill
Would let cyclists with noncriminal traffic tickets watch a safety video in place of paying a fine. The state transportation commissioner would set rules and approve the video.
Enacts the "Bicycle Traffic Safety Education Alternative act" under which a person charged with a noncriminal traffic violation arising from the operation of a bicycle or bicycle with electric assist may elect to view a bicycle traffic safety education video approved by the commissioner in lieu of payment of a fine.
Perspectives
💬 The case for
Traffic safety groups would likely say education can change cyclist behavior more than fines do. Cyclists may also welcome a way to avoid paying a fine.
💬 The case against
Some police groups would likely say the video takes away a penalty that deters unsafe riding. Others may worry about how completion is checked.
